The Striped Shirt Guy is an ambiguous side character in the People Still Live Here series. His only appearance is in People Still Live Here V8.3 (2005 Gameplay) He is presumably killed by the Crossing Signal, but just before this he mentions how he does not want people to know he has been spying on their thoughts.
